Influence of Human Resource Planning Practices on Lecturers’ Performance in Kenyan Public Universities

Kenya Vision 2030 envisions provision of globally competitive quality education, training and research to citizens. Despite public universities’ contribution this mandate, stakeholders such as World Bank, Commission for University Education, employers scholars fault the relevance some academic programmes. The decline in is attributed increased workload, reduced rigour recruitment promotion criteria, inability attract retain staff, lecturers’ alleged incompetence. Previous studies relating human resource planning (HRP) practices employee performance (EP) do not use descriptors HRP like business plans, scenario planning, demand supply forecasting, forecasting future requirements action entirety addition exhibiting mixed findings. This study intended establish influence on Kenyan universities. It anchored Simon’s Decision Making Theory supported by Barney’s Resource Based View; Adam Smith’s Human Capital Theory; Herzberg’s Two-Factor implemented using descriptive cross-sectional survey design. Target population comprised 1,653 lecturers 14 chartered universities established between 2009 2019. Multi-stage purposeful sampling technique was adopted finally take a census 158 heads departments (lecturers) from 13 out universities, having used 20 piloting. Public account 72% total university teaching staff hence interest. Primary data were collected semi-structured questionnaires while secondary obtained relevant sources. Cronbach’s alpha coefficient examine internal consistency at 0.796 ( SD = 0.067). While content validity ascertained reviewing literature within domain concepts corroborated panel experts, Pearson’s r measure construct validity. Data analyzed regression analysis. correlation practice be positive significant (r =.528, p =.000) accounted 38.0% (Adjusted R 2 =.380) variation implying that it can predict their performance. findings are useful management HRM practitioners, researchers, organizational behaviourists theorists.
